Applying for a driver aptitude assessment (PÁV)

How to apply for a preliminary or periodic assessment

Applications are submitted electronically.

Conditions: a valid group 2 medical fitness opinion, shown as code 102 on the driving licence, issued by a GP or an occupational health doctor.

A PÁV I or PÁV II assessment is open to anyone who is not classed as a novice driver and who holds a valid category B, C or D driving licence.

PÁV IV assessment (after a fifth failed road test)

How to apply: in person at the customer service desk of the KAV transport aptitude and examination centre (4025 Debrecen, Arany János u. 53.).

Conditions: a valid identity card, and a completed PÁV IV application form.

Issuing (or replacing) a PÁV certificate

The Driver Aptitude Directorate issues aptitude opinions for PÁV ratings obtained after 1 April 1978, from the aptitude register, for a fee, in accordance with section 3 (3) of Government Decree 444/2017. (XII. 27.).

A request for a PÁV certificate is submitted electronically.

Under section 30 (2) of Government Decree 326/2011. (XII. 28.), an aptitude rating can be evidenced by the following documents:

PÁV I rating

  • examined before 1 April 1978, with the endorsement „Gépjármű-vezetői állás vállalására jogosult” on the driving licence
  • a driving licence evidencing a category C examination taken before 1 January 1970
  • a „Gépjármű-kezelői bizonyítvány” issued between 1 July 1969 and 1 April 1978
  • a decision (certificate) attesting PÁV I fitness

PÁV II rating

  • a decision (certificate) attesting PÁV II fitness

PÁV III rating

  • a „Gépjármű-kezelői bizonyítvány” issued after 1 April 1978
  • a decision (certificate) attesting PÁV III fitness

When a driving licence is exchanged, the transport administration authority issues a certified extract of the registered aptitude rating from the previous licence, free of charge the first time.

Please note

Because the PÁV categories are hierarchical, a PÁV I fitness rating covers the following:

  • fitness to drive a vehicle using distinctive signals, limited to a period of 1 to 5 years
  • fitness in categories PÁV II-IV as well

With an older PÁV I fitness rating (obtained before 2000) you may only drive a vehicle using distinctive signals if you renew that PÁV I rating through a periodic assessment, at least every 5 years. A PÁV II-IV fitness rating remains valid after the periodic rating (1 to 5 years) has expired.
